Marina University Villages Specific Plan EIR, Monterey County, CA
As Senior Project Manager for EIP Associates (6/03 to 11/05; Sacramento), Matthew Sundt wrote sections of and provided managerial oversight of this environmental document for a project on the former Fort Ord in the area of the original World Ward II era base area. The project includes removal of approximately 943 abandoned military structures, and construction of approximatley 750,000 square feet of retail space, 760,000 square feet of office / research, up to 500 hotel rooms, and 1,237 new residential units. The project encompasses 420 acres.


The Oaks Subdivision EIR, Monterey County, CA
GSPEC prepared a Focused Environmental Impact Report for an 11 lot residential subdivision on 40-acres of an approximately 325-acre parcel located on San Benancio Road (near Highway 68). The issues included traffic impacts to Highway 68, (operates at an F level of service during the peak hours), drainage and erosion. Adjacent property owners were concerned about runoff and the structural integrity of proposed walls to control the movement of soils around proposed dwellings. The document included peer reviews by Steve Raas and Associates, Rogers Johnson, and Hexagon Transportation Consultants on existing project documents.


La Posada Soledad EA/IS, Soledad, CA
GSPEC prepared an Environmental Assessment/Initial Study (a NEPA/CEQA document) for the La Posada de Soledad commercial project, which includes extending City services south across the Salinas River at the Highway 101 bridge. This particular project required historical review of the dwelling on the site (the Richardson Adobe). Input from Caltrans pertaining to use of the bridge for the placement of water and sewer infrastructure was also solicited and comments integrated into the report.


Fort Ord Base Reuse Plan EIR, Monterey County, CA
As senior staff for EMC Planning Group Inc., Matthew Sundt, in conjunction with EDAW, Inc. prepared a base reuse plan EIR for the 28,000-acre former Fort Ord military base. The base reuse plan promotes mixed use development patterns with villages as focal points, landscaping and open space, and design to accommodate pedestrians, cyclists, and transit users. The final EIR for this project included responses to 2,000 comments contained in approximately 345 comment letters. Major issues pertained to regional traffic and circulation impacts, air quality, availability of water for future development, unexploded ordnance, Hwy 1 viewshed corridor impacts, view of future development from adjacent Monterey Peninsula cities, compact urban development, affordable housing, wildlife habitat, and impacts to native plant habitat.

Mr. Sundt was a member of the project team that received the American Planning Association 1997 Outstanding Planning Award for "Comprehensive Planning in a Small Jurisdiction" for work on the Fort Ord Reuse Plan and Environmental Impact Report.


Fort Ord Infrastructure Improvement Project EA/IS, Monterey County, CA
As senior staff for EMC Planning Group Inc., Matthew Sundt prepared an environmental assessment/initial study for the Fort Ord Infrastructure Improvement Project. The proposed action consisted of four elements: utility meter installation at the Marina Municipal Airport, roadway system improvements to 27 miles of existing roads, water system improvements that included a new well and maintenance and equipment for three existing wells and a wastewater system improvements that included new pump station equipment and new pipelines.


Fort Ord Wastewater Transport and Blanco Road Intersection Improvements Program EA/IS, Monterey County, CA
As senior staff for EMC Planning Group Inc., Matthew Sundt prepared an environmental assessment/initial study for the Fort Ord Wastewater Transport and Blanco Road Intersection Improvements Program. The proposed action consisted of two elements: a new access road to the Marina Municipal Airport via Blanco Road and intersection improvements at Blanco Road and a new wastewater transport pipeline from the East Garrison area of Fort Ord to the Marina Municipal Airport and UC Monterey Bay Science and Technology Center.


Community Hospital of the Monterey Peninsula (CHOMP) Master Plan EIR, Monterey, CA
As senior staff for EMC Planning Group Inc., Matthew Sundt prepared an Environmental Impact Report for a proposed expansion to the Community Hospital of the Monterey Peninsula (CHOMP). The expansion included 21,870 square feet of new cancer treatment space and a 69,560 square foot. expansion of the south pavilion. Parking was expanded with a 179,999 square foot parking structure (316 parking spaces). The total new building area was 270,430 square feet. The project was a master plan amendment to the existing hospital mater plan, which included a rezoning of the former California Department of Forestry (CDF) site and removal of the property boundary line between the CDF facility and the main hospital campus.

The major environmental issues of this project included biological resources associated with a man-made, landscaped hill, water resources (water use estimated to be 18 acre-feet), transportation (substance of improvements and timing), and visual resources (view from State Route 68 and from public viewpoints on the Monterey Peninsula.


Monterey Oaks Supplemental EIR, Monterey, CA
As senior staff for EMC Planning Group Inc., Matthew Sundt prepared a supplemental EIR for the Monterey Oaks project located on Cass Street. The approximately four acre parcel was the site of a proposed 180-room (210 bed) assisted living residential community. The major environmental issues addressed in the supplemental EIR included building height, tree removal, aesthetics, water use, and grading. The project was eventually reduced by the applicant to address the city's concern about building coverage and three stories.
