City of San
Juan Bautista
November 2000 - Present
GSPEC staff is currently serving as City Planner and
City Building Official for the City of San Juan Bautista.
Our staff manages current and long-range planning projects.
Long-range planning projects include the 2001 Housing
Element update, a comprehensive update of the City's zoning
ordinance, a Historic Plan, and Design Guidelines. Tasks
also include overseeing the duties of the code enforcement
and building inspection contractors.
City of Marina
December 1999 - 2007
GSPEC staff provided project management services for the
City of Marina Development Services Department.
GSPEC has also provided contract planning services to
the City of Marina Planning Services Division. Tasks
included both long-range and current planning projects such
as drafting of ordinances, general plan amendments, Local
Coastal Plan amendments, and other policy documents;
processing large scale development projects and annexations;
and designing and executing scopes of work for long-range
planning projects that often require hiring subconsultants
to deliver specialized research documents. These tasks were
successfully executed under strict deadlines for City
Council and Planning Commission hearings.
Local Agency
Formation Commission of Monterey County
August 2004 - 2007
GSPEC staff provided planning/analyst support for the
Local Agency Formation Commission of Monterey County. Our
staff manages sphere of influence and annexation requests.
Tasks included facilitation between stakeholders, property
owners and public agencies, identification and analysis of
issues related to boundary changes, preparation of staff
reports and presentation of projects before the Commission.
GSPEC staff also prepared a Municipal Services Review
for the Monterey Peninsula cities and districts.
City of Carmel
May 2001 - 2006
GSPEC staff provided project management support for
the City of Carmel. Our staff managed current planning
projects which included use permits, design review, historic
review, and environmental review. Tasks included preparation
of staff reports and presentation of projects before the
Planning Commission and the City Council.
City of
Monterey
January
2003 - July 2004
GSPEC staff served as contract planning staff for the
City of Monterey. Tasks included design review,
environmental review, and various advanced planning
projects.
City of Soledad
January 1999 - April 2003
GSPEC provided contract planning services for the City
of Soledad. Tasks included managing and preparing EIRs,
processing sphere amendments and annexation requests through
LAFCO, preparation of staff reports for residential and
commercial projects, and assisting the Director of Community
Development in preparation of the city's current General
Plan Update. Responsibilities included managing consultants,
reviewing and commenting on draft documents (EIRs, Design
Guidelines, and the Draft General Plan and associated
documents), coordination of the City's comments on EIRs, and
participating in Planning Commission and City Council
meetings, and public workshops.
City of
Gonzales
May 2001 - April 2003
GSPEC provided contract planning services for the City
of Gonzales. Tasks include writing and managing initial
studies for various public works, commercial, and
residential projects. Matthew Sundt served as project
manager and staff for all tasks required by this contract.
City of Seaside
June 2001 - June 2002
GSPEC provided contract planning services for the City
of Seaside. Our staff managed current planning projects,
which included processing use permits, design review,
preparation of environmental documents and updates to the
Cities zoning ordinance.
County of
Monterey
March 1999 - June 2001
GSPEC provided planning services to the County of Monterey.
Our staff managed current planning projects, including
permit applications for complex development projects. These
project applications required analysis for completeness,
consistency with County standards and policies, and CEQA
review. Coordination with other county departments, state
agencies and land use advisory committees is required for
most projects. GSPEC provided these
services to the County with the level of efficiency and
thoroughness that is required within an extremely busy
planning department. |
